The state, which accounts for approximately 20% of the national housing deficit as projected by EY for FY 2025, has made substantial progress under the Pradhan Mantri Awas Yojana (PMAY). Since its inception in 2015, PMAY has facilitated the construction of over 35 lakh homes in Uttar Pradesh by 2023-24, nearing its target of 36.6 lakh, with 17.80 lakh allocated to urban poor and the rest to rural families. The state’s housing initiatives are now poised for a new phase with the upcoming launch of PMAY 2.0, set to provide additional subsidies for first-time homebuyers.

The state government, in collaboration with the Ministry of Housing and Urban Affairs (MoHUA), is aligning its policies with PMAY 2.0 to streamline approvals and enhance subsidies. Under the Credit Linked Subsidy Scheme (CLSS), beneficiaries in the Economically Weaker Section (EWS), Low-Income Group (LIG), and Middle-Income Group (MIG) categories can avail subsidies on home loan interest, reducing the financial burden. For instance, EWS families with annual incomes up to Rs 3 lakh can receive up to Rs 2.67 lakh in subsidies, while LIG and MIG groups qualify for varying amounts based on loan size and income. The scheme also prioritizes amenities like toilets, electricity, and water connections, ensuring pucca houses replace temporary kutcha structures.

Mukhyamantri Awas Yojana, a state-specific initiative, targets families below the poverty line, offering financial assistance for home construction. In 2020, Chief Minister Yogi Adityanath announced the allocation of 1,040 flats in Lucknow under PMAY-Urban, priced at Rs 4.75 lakh each after a Rs 7.83 lakh grant from central and state governments. These 415-square-foot units, part of the Awadh Vihar Yojana, utilize innovative construction technologies under the Global Housing Technology Challenge-India, completing multi-storied towers in just 15 days. The state has also approved over 6,200 dwelling units across six districts under the Affordable Housing in Partnership (AHP) component and sanctioned over 100 projects under the Beneficiary-Led Construction (BLC) vertical, with a saleable cost of Rs 4.5 lakh per unit.

The Uttar Pradesh Township Policy 2023 further supports these efforts by encouraging private investment in housing projects. It offers incentives like 50% stamp duty exemptions, flexible land use permissions, and reduced conversion fees for developers. For cities with populations under 5 lakh, conversion fees are slashed by 50%, while larger cities require a minimum of 25 acres for township projects. The policy also allows a 50% additional Floor Area Ratio (FAR) for EWS and LIG housing, facilitating denser, cost-effective developments. Allahabad alone has seen over 6,000 housing projects sanctioned under BLC, reflecting the state’s commitment to urban and rural housing.

Despite progress, challenges remain. Uttar Pradesh’s housing shortage, driven by rapid urbanization and population growth, requires robust supply chains and innovative financing. The state is exploring public-private partnerships and pre-engineered construction to scale up production. The State Urban Development Agency (SUDA) plays a pivotal role, approving thousands of units and coordinating with agencies like the Uttar Pradesh Housing and Development Board (UPHDC). To apply for these subsidies, families must not own a pucca house anywhere in India and can register via the PMAY website (pmaymis.gov.in) or Common Service Centers, providing documents like Aadhaar, income proof, and property details.
