Lucknow Emerges as India’s AI Innovation Hub

The Uttar Pradesh government is spearheading an ambitious plan to establish Lucknow as India’s first AI City, a landmark initiative to position the state as a global leader in artificial intelligence. Spanning 70 acres in the Nadarganj Industrial Area near Chaudhary Charan Singh Airport, the project has received a massive ₹10,732 crore boost under the IndiaAI Mission, approved in March 2024. This investment, 67% higher than any other technology infrastructure in India, will fund 10,000 Graphics Processing Units, multi-modal language models, and an AI innovation center.

The AI City aims to create a vibrant ecosystem for startups, research, and industry collaboration. The UP Electronics Corporation Ltd., the nodal agency, has invited real estate developers to build plug-and-play office infrastructure, including a Grade A tower for incubators and corporates. The project includes financial incentives like one-time capital expenditure support and 100% stamp duty exemption under the IT and ITeS Policy 2022.

Lucknow’s existing tech landscape strengthens its candidacy as an AI hub. The city hosts a Centre of Excellence (CoE) at IIIT Lucknow, supporting over 15 AI and machine learning startups. With over 75,000 tech professionals, 23,000 STEM graduates, and 300+ colleges, including IIM-Lucknow and Dr. A.P.J. Abdul Kalam Technical University, the city is primed for innovation.

The initiative aligns with India’s broader Digital India vision. The global AI market, valued at $137 billion in 2022, is projected to grow at a 37.3% CAGR through 2030. India’s generative AI market is expected to reach $17 billion by 2030, with Lucknow poised to lead this growth. The AI City will foster advancements in healthcare, agriculture, and urban management, with applications like AI-powered multilingual translation systems for events like the Maha Kumbh.

Industry leaders have lauded the project. Vishal Dhupar, MD of NVIDIA South Asia, stated, “If Lucknow becomes an AI city, it will be the AI capital of the world.” Chandigarh University’s ₹2,500 crore investment in AI education and startups further bolsters the ecosystem.

The state government is also developing an AI policy aligned with Vision 2047, alongside a high-tech AI-based traffic management system for Lucknow. With three operational data centers and eight in the pipeline, Uttar Pradesh is positioning itself as a data center hub, complementing the AI City’s infrastructure.

The project is expected to create thousands of jobs, from AI research to cybersecurity, while attracting global tech firms. Partnerships with institutions like IIT Kanpur and collaborations with companies like Microsoft, Google, and Intel will train 1.5 lakh people monthly in AI, ML, and data analytics. This initiative not only boosts Uttar Pradesh’s economy but also cements Lucknow’s role as a global AI powerhouse.
