Uttar Pradesh, India’s most populous state, is making significant strides in narrowing the digital divide through the ambitious Digital Village initiative. As part of the broader BharatNet project, the state has deployed approximately 1.65 lakh Wi-Fi hotspots across 1.25 lakh Gram Panchayats, covering 32 states and 450+ blocks, according to CSC e-Governance Services India Ltd. These hotspots, branded as Wi-Fi Choupal, aim to deliver last-mile internet connectivity to rural areas, enabling access to critical services like e-education, telemedicine, and e-governance.

The Wi-Fi Choupal initiative, spearheaded by CSC e-Governance, leverages BharatNet’s optical fiber infrastructure to provide affordable broadband access. In Uttar Pradesh, villages like Jayapur in Varanasi, adopted by Prime Minister Narendra Modi, have been transformed into Wi-Fi hotspots since 2016, courtesy of Bharat Sanchar Nigam Limited (BSNL). These hotspots offer 12 GB of data for Rs 100 with 28 days validity, alongside smaller data packs starting at Rs 10 for 500 MB, making internet access affordable for rural users. The seamless connectivity allows users to access services across Wi-Fi Choupals nationwide, a feature that has driven a 190% surge in data consumption in rural areas, with 95 terabytes recorded in six months as of April 2018.

The impact is tangible. In Shahjahanpur district’s Dadrol block, reliable internet connectivity has empowered local businesses and students. Rural entrepreneurs, or “Udyamis,” are being trained to maintain fiber networks and manage hotspots, fostering local economies. For instance, a tea stall owner in a remote UP village now offers Wi-Fi, enabling customers to access government services and educational content. This aligns with the Digital India campaign’s vision of inclusive growth, where high-speed internet fuels opportunities in underserved areas.

However, challenges persist. In Bihar, a neighboring state, 173 villages still lack mobile network connectivity, highlighting the uneven progress of rural digitization. In UP, while BharatNet has connected 1.94 lakh villages nationwide, scaling fiber-to-home services remains a hurdle due to high infrastructure costs and last-mile connectivity gaps. Industry experts note that exorbitant internet leased line charges—ranging from Rs 4 lakh to Rs 8 lakh annually—discourage public data offices (PDOs) from expanding Wi-Fi networks in rural areas.

Despite these obstacles, the PM-WANI (Wi-Fi Access Network Interface) scheme, launched in 2020, aims to bolster public Wi-Fi proliferation. In UP, the scheme collaborates with local cable operators and ISPs to set up cost-effective hotspots. As of 2023, only 1.5 lakh PM-WANI hotspots are operational nationwide, far below the National Digital Communications Policy’s target of 10 million by 2022. Yet, UP’s progress stands out, with initiatives like Wi-Fi Choupal driving digital inclusion.

The state’s efforts are not without innovation. Airtel’s 5G trials in rural UP, such as in Bramanan village, achieved speeds of 200 Mbps, showcasing the potential for next-generation connectivity. Meanwhile, CSC’s focus on training local teams for fiber maintenance and hotspot management ensures sustainability. With plans to connect all 6.4 lakh villages in India within the next 2.5 years, UP’s model could set a precedent for rural digital transformation.
