Uttar Pradesh is rapidly advancing its digital infrastructure with 5G connectivity reaching rural areas. Major telecom players like Airtel and Jio have expanded 5G networks across all districts, aiming to bridge the digital divide. Free Wi-Fi initiatives and 4G saturation projects further enhance access, empowering villagers with high-speed internet for education, business, and governance.
UP’s Rural Digital Leap with 5G Connectivity
Uttar Pradesh, India’s most populous state, is witnessing a transformative shift in its digital landscape as 5G networks extend to its villages. Bharti Airtel announced in November 2023 that its 5G network now covers all 40 districts of Uttar Pradesh West and Uttarakhand, serving over 2.3 million unique 5G customers. Iconic locations like the Taj Mahal in Agra, Jhansi Fort, and heritage-rich cities like Mathura and Vrindavan are now on the digital superhighway. Airtel’s CEO for Uttar Pradesh, Sovan Mukherjee, emphasized the company’s pioneering role in deploying high-speed 5G, stating, “We were the first telco to deploy high-speed 5G technology in the state, connecting lives of our customers.”
Reliance Jio, another major telecom operator, is equally aggressive in its rollout. At the Uttar Pradesh Global Investor Summit 2023, Reliance chairperson Mukesh Ambani announced that Jio would complete its 5G rollout across every town and village in Uttar Pradesh by December 2023, a target it has largely achieved. Jio’s 5G services are now available in cities like Agra, Kanpur, Meerut, Prayagraj, and Gorakhpur, leveraging the 700 MHz and 3.5 GHz bands for wider coverage. The company’s investment of Rs 75,000 crore over four years underscores its commitment to modernizing agriculture, education, and governance through high-speed internet.
The state government is complementing these efforts with initiatives to provide free Wi-Fi in rural areas. In 2022, the Uttar Pradesh government announced plans to equip over 58,000 village secretariats (Gram Sachivalayas) with free high-speed Wi-Fi within a 50-meter radius. Chief Minister Yogi Adityanath has directed officials to integrate CCTV, public address systems, and weather stations in villages, aiming to create digitally equipped “smart villages.” By August 2023, these efforts were further bolstered with plans to link panchayats with the agriculture department for better weather forecasting and digital services.
The Union government’s 4G saturation project, approved in July 2022 with a budget of Rs 26,316 crore, has also played a crucial role. Union Minister of State for Telecom Devusinh Chauhan stated in May 2023 that all remaining villages in Uttar Pradesh would be covered with 4G within a year, ensuring no village is left behind in the digital race. This initiative, coupled with streamlined Right of Way (RoW) permissions through the Gati Shakti Sanchar Portal, has accelerated telecom infrastructure development in rural areas.
The impact of 5G in Uttar Pradesh is evident in its infrastructure growth. According to the Department of Telecommunications, Uttar Pradesh leads with 35,916 5G base transceiver stations (BTS) as of August 2023, surpassing Maharashtra. This rapid deployment has improved median 5G download speeds, though challenges remain. In early 2023, Uttar Pradesh West recorded median 5G download speeds of 19.23 Mbps due to networks being in the testing phase. By August 2023, speeds improved to over 240 Mbps across all telecom circles, reflecting significant infrastructure upgrades.
The rollout of 5G Fixed Wireless Access (FWA) services, such as Airtel’s Xstream AirFiber, addresses last-mile connectivity in fiber-scarce rural areas. Launched in Delhi and Mumbai, this service is expanding to Uttar Pradesh, offering high-speed internet where traditional fiber infrastructure is challenging to deploy. Jio’s standalone 5G architecture, using low-band 700 MHz spectrum, ensures wider coverage, as demonstrated during the Maha Kumbh 2025 in Prayagraj, where Jio reported 83.9% 5G availability compared to Airtel’s 42.4%.
Despite these advancements, challenges persist. Network congestion due to rising 5G adoption has slightly reduced average download speeds, with Airtel and Jio reporting declines in 2024. The reliance on terrestrial wireless backhaul, with only a third of mobile towers fiberized, poses a bottleneck for 5G’s full potential. The National Broadband Mission aims for 70% fiberization by 2024, a target yet to be met. Additionally, while Airtel and Jio lead the 5G race, Vodafone Idea (Vi) lags, with limited 5G services in select areas and no official rollout plan announced.
The digital transformation in Uttar Pradesh’s villages is poised to unlock new opportunities. High-speed internet is enabling digital payments, e-governance, and access to education and healthcare services. Initiatives like Jio’s “Jio School” and “Jio AI Doctor” aim to further enhance rural education and health sectors. As 5G continues to penetrate rural Uttar Pradesh, it is not just connecting villages but also empowering them to compete in a digital economy.
